What Are Con Edison's Off-Peak Hours?

Con Edison's Voluntary Time-of-Day Rate III splits each day into peak and off-peak windows, with a separate super-peak window during summer. Peak hours run Monday through Friday, 8:00 AM to midnight. Off-peak hours cover midnight to 8:00 AM on weekdays, plus all day Saturday, Sunday, and observed holidays.

From June 1 through September 30, Con Edison layers a super-peak window on top of the standard peak: Monday through Friday, 2:00 PM to 6:00 PM. This is the most expensive block of the year. Super-peak does not apply if you buy your electricity supply from a third-party ESCO. Off-peak rates can run 50 to 70 percent cheaper than peak, which is why timing your heavy usage is the entire point of Rate III.

When Should I Run Appliances on Rate III?

The savings on Rate III come from shifting high-draw appliances out of the 8 AM to midnight weekday window. The biggest wins:

  • EV charging: Set your charger to start after midnight on weekdays. A Level 2 charger pulling 7.2 kW for 6 hours at peak rates costs roughly triple the off-peak rate.
  • Dishwasher and laundry: Run after 11 PM on weekdays or any time on weekends. Use delay-start timers.
  • Pool pumps and dehumidifiers: Schedule overnight cycles. These are the silent killers on summer Rate III bills.
  • AC pre-cooling: Drop the thermostat 2 to 3 degrees before 2 PM in summer, then let the house coast through super-peak.
  • Heat pump water heaters: Set heating cycles to off-peak windows. Most modern units have built-in TOU schedulers.

How Much Can I Save Shifting to Off-Peak?

A typical Westchester household using 900 to 1,100 kWh per month can save $200 to $600 per year by shifting 30 to 40 percent of usage to off-peak hours. Solar plus battery storage takes this further by covering the entire peak window with stored solar energy, effectively paying off-peak rates around the clock.

Your actual savings depend on your load curve, not the rate alone. Switch to Rate III without shifting usage and you will pay more, not less. Con Edison's tariff has an 18-month re-entry block if you switch back, so the decision matters.

What hours are super-peak on Con Edison?

Super-peak runs Monday through Friday from 2:00 PM to 6:00 PM during the summer billing period, June 1 through September 30. Super-peak only applies to full-service customers, not those buying supply from an ESCO.

When does peak rate end on Con Edison?

Peak rates end at midnight on weekdays. The hours from midnight to 8:00 AM Monday through Friday are off-peak. Weekends and holidays are off-peak all day.

Are weekends always off-peak on Con Edison Rate III?

Yes. Saturdays, Sundays, and observed holidays are off-peak for the full 24 hours under Rate III, including during the summer super-peak season.

What's the difference between Rate I and Rate III?

Rate I is Con Edison's standard residential rate with a flat per-kWh price regardless of time. Rate III is the voluntary time-of-day rate that charges less off-peak and more during peak and super-peak windows. Rate III rewards households that can shift usage to nights and weekends.

Can I switch back from Rate III to standard rates?

Yes, but Con Edison requires you to stay on Rate III for at least 12 months. If you switch back to the standard residential rate, you cannot rejoin Rate III for 18 months.

Does Rate III change in summer vs winter?

The peak and off-peak hours stay the same year-round. The only seasonal difference is the super-peak window from 2:00 PM to 6:00 PM weekdays, which is in effect only from June 1 through September 30.

Con Edison time-of-use (TOU) rates, in plain English

Con Edison Rate III is a time-of-use (TOU) plan: electricity costs more during peak hours and less off-peak. On Rate III the peak window runs 8 AM to midnight, while overnight and early-morning hours are off-peak. Off-peak power runs roughly 5 cents per kWh, while summer peak can reach about 38 cents per kWh. Because ConEd time-of-use rates swing that much, shifting heavy usage like EV charging, laundry, and pool pumps into off-peak hours is where the savings come from.
